As we embarked on our project to map the diplomatic landscape of Hong Kong, one of the first and most fascinating distinctions we encountered was between the large, official Consulates-General and the more discreet, yet equally important, Honorary Consulates.
While most people are familiar with the idea of an embassy or a large consulate, the role of an Honorary Consulate often remains a mystery. What are they? How do they function? Our visit to the Albanian Honorary Consulate provided a masterclass in this unique and vital form of diplomacy.
The Core Difference: Career Diplomats vs. Civic Leaders

The most significant difference lies in who runs the office.

A Consulate-General is a full-fledged, official branch of an embassy, staffed by career diplomats sent from the home country. These are typically established by nations with extensive political, economic, and cultural ties to a region.
An Honorary Consulate, on the other hand, is not run by a dispatched diplomat. Instead, the Honorary Consul is usually a local citizen—a respected member of the community who volunteers their time and expertise. During our visit, we learned this firsthand from the Albanian Honorary Consul, Dr. Wong, BBS, JP, a distinguished Hong Kong lawyer. He is not an Albanian diplomat but a prominent local figure who has been appointed to represent Albania's interests.

How does a local citizen become an Honorary Consul? The process is a formal diplomatic act. In the case of Albania, the Albanian government identified Dr. Wong as a suitable candidate and formally requested his appointment to the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong Special Administrative Region. This office grants the formal approval (exequatur) for foreign consular representatives to operate in Hong Kong. This careful selection process ensures that the Honorary Consul is a person of stature and integrity.
